Many "Yugoslavs" and people of the former Yugoslavia would like
to know who is responsible for the break-up of the Yugoslav State against
the basic principle of international law, including Helsinki Final Act,
recognizing the integrity of the frontiers of every country in the world.
The International Crimes Tribunal for Yugoslavia, established by the
resolution of the UN Security Council, does not have a jurisdiction for
war crimes against peace.

The General Assembly, in its resolution 47/235, invited Member
States and other interested parties to make voluntary
contributions to the Tribunal both in cash and in the form of
services and supplies acceptable to the Secretary-General.

117. In addition, as of 31 October 1994, contributions in
the form of the loan of personnel for the Office of the
Prosecutor have been received or pledged from the United
States of America (22 personnel), the Netherlands (4), Denmark (2),
Norway (2), Sweden (2), Zimbabwe (2), Germany (2) and the
United Kingdom of Great Britain and Northern Ireland (1).
These personnel are assisting in investigations and act as
legal advisers. Other countries have indicated willingness to
provide experts to the Office of the Prosecutor.

The first indictments against Bosnian Muslims signal the unraveling
of the untold side of the story of this war. Enclosed

investigation into crimes perpetrated against Serbs.

SELECTIVE JUSTICE IN THE HAGUE
If the slogan "no peace without justice" means punishment for past
offenses, it amounts to a recipe for perpetual war in a place where one
party's justice is another's outrage, and each warring party claims to be
pursuing justice when it takes up arms against another.

but told the Yugoslavia tribunal he had been following orders.

camps was acquitted Friday by a military tribunal and awarded
$68,500 from the state in damages.
