SERBIAN RENEWAL MOVEMENT
PLATFORM PROPOSAL FOR KOSOVO AND METOHIJA
The President of the Serbian Renewal Movement, Vuk Draskovich
considers that the state and national reasons impose the obligation of
making the state platform for a democratic dialogue with the leaders
of the political parties of the ethnic Albanians in Kosovo and
Metohija.
The SPO Presidency expects that the Serbian president, Mr. Milan
Milutinovic, will start, as soon as possible, the talks and
negotiations on adopting the joint platform with the leaders of
parliamentary parties in the Serbian Assembly.
In that sense, the SPO Presidency is offering the items for this
agreement
1.
The Republic of Serbia and the federal state are the guarantors of
respecting and protection of human, civil and ethnic rights of all the
citizens of Kosovo and Metohija, according to the highest democratic
standards established in the documents of the UN, OSCE and other
authorised international organisations.
All the drawbacks in the legal regulations in this sector will be
eliminated as soon as possible.

The change of the Law about local home-rule will considerably
strengthen the sphere of action of the local power. In ethnically
mixed environments, which implies the entire Kosovo and Metohija
territory, two-house municipal assemblies will be established with a
view to disable any outvoting on cultural, religious or any other
national rights belonging to any of the groups.

By special measures, including passing of special laws, the Republic
of Serbia and the federal state will stimulate the quick economic
development of Kosovo and Metohija, the rising of standards of living,
as well as the rise of the educational and cultural level of the local
population.
4.
Serbia will ensure the legal and efficient functioning of judiciary
system and the system of public safety and in the interest of the full
protection of personal, proprietary and total safety of all the
citizens in Kosovo and Metohija.
Measures against terrorism and any form of violence and imperilling of
the legal order will be in full accordance with the laws and
international standards. Every transgression of authorisation by the
officials and organs will be strictly punished.

In order to completely realise the mentioned goals, and in accordance
with the historic and ethnic specific qualities, Kosovo and Metohija
will receive the status of broadest autonomy within Serbian borders
and in accordance with the highest European democratic standards.
The concrete volume of the autonomy will be specified in democratic
agreement with the political leaders of the ethnic Albanians in Kosovo
and Metohija.

The provincial Assembly of Kosovo and Metohija consists of two
chambers: Chamber of Citizens that decides on basis of the majority of
votes, and Chamber of Nations consisting of representatives of all
nations and ethnic communities in Kosovo and Metohija that decides on
basis of general agreement. Every decision of the Provincial Assembly
that affects religious, linguistic, cultural and undoubtedly anyone
(Bs national rights cannot be reached without the agreement of the
both Chambers.
7.
Demands for the independent Kosovo or the Republic of Kosovo are
unrealistic and dangerous calls to war in order to break Serbia and
Federal Republic of Yugoslavia apart. Those demands represent
spiritual and political source of Albanian terrorism.
Giving up these dangerous demands opens the doors to renewal and
improvement of many-sided trust between the Serbs and Albanians in
their common state Serbia, as well as of the long-lasting and stable
peace in the Balkans.

We are inviting the political parties and political leaders of the
Kosovo Albanians to take an active part in Serbian political life and
in the life of the federal state, to be an important factors of
stabilisation of the situation in the Province and to give the maximum
contribution to the implementation of major political and economic
reforms, on whose success most directly depends the economic and
cultural progress of Serbia and Kosovo and Metohija.
9.
Precious are the good will missions of the representatives and organs
of the international community to stimulate this kind of democratic
dialogue and democratic resolution of the problems in Kosovo and
Metohija and with the respect of Serbian state integrity.
An example of such an engagement is the mediation connected with the
reaching of the agreement on education of Albanian pupils and students
in Kosovo and Metohija, on whose urgent implementation we insist.
In that sense, it is reasonable to accept the mission of Mr. Felipe
Gonzales.
10.
There is not a problem in Kosovo and Metohija that cannot be solved by
democratic agreement within Serbia and to the general benefit of
Albanians, Serbs and all other citizens of the Province.
