CHRONOLOGY OF BORDER INCIDENTS
1. On 22 January, 1998, in the region of border post »D. Jaukovic«,
one person entered the territory of the FR of Yugoslavia illegally, in
the depth of about 100 m. On the order to stop, he fled to the
Albanian state border, leaving his bag in which a submachine gun and
910 cartridges were found.
2. On 16 February, 1998, on Lake Skadar, near Buoy No. 16, a group of
three persons, nationals of the Republic of Albania, entered the
Yugoslav territorial waters by boat illegally, in the depth of 200 m.
Following an intervention by the Yugoslav border authorities, they
returned to the Albanian territorial waters.
3. On 6 March 1998, at 6 p.m., unknown persons opened fire by bursts
(5 bursts) from the territory of the Republic of Albania at the border
post »Dejan Radanovic«, on the territory of the FR of Yugoslavia.
Several bullets struck the roof of the border post.
4. On 7 March, 1998, at 1.35 p.m., in the region of border post
»Morina«, three armed persons crossed the Albanian-Yugoslav state
border illegally from the territory of the Republic of Albania. During
the pursuit of these persons and the search of the area, at 5 p.m., an
armed group (about 20 persons) opened fire on the Yugoslav border
patrol from the territory of the Republic of Albania. Fire was
returned, after which the armed persons withdrew deep into the
territory of the Republic of Albania.
5. On 12 March, 1998, at 11.30 a.m., border stone C-4 was knocked
down, the inscription »FRY« was completely destroyed and the
inscription »Republic of Albania« turned toward the FR of Yugoslavia.
The inscription was destroyed by three persons in camouflage uniforms
wearing caps. Following the intervention of the Yugoslav border
authorities, these persons ran deep into the territory of the Republic
of Albania.
6. On 15 March, 1998, at 1.30 a.m., unknown persons entered illegally
the Yugoslav territorial waters on the river Bojana, 300 m downstream
from the border post »Bojana«. These persons approached the border
post marina and tried to steal a plastic boat. Following an
intervention by the border guards in charge of the marina, the three
persons opened fire at the marina and border post from their boat, on
the territory of the Republic of Albania. The boat then returned to
the territorial waters of the river Bojana.
7. On 25 March, 1998, at 9.15 a.m., fire was opened at the Yugoslav
border guards and the territory of the FR of Yugoslavia from the
territory of the Republic of Albania, in the region of the border
stone C-10/13, border post »Mitar Vojinovic«. The Yugoslav border
guards returned fire after which the armed persons withdrew deep into
the territory of the Republic of Albania.
8. On 1 April, 1998, a group of nationals of the Republic of Albania
entered illegally the territory of the FR of Yugoslavia in the region
of the border post »Krstac«. Following the intervention of the
Yugoslav border authorities, the group withdrew to the territory of
the Republic of Albania.
9. On 2 April 1998, an unidentified aircraft from the Republic of
Albania, flying on the route: Ğakovica-Suva Reka-Pristina-Vranje-
Leskovac-Doljevac-Ğakovica, violated the Yugoslav air space.
10. On 3 April 1998, an unidentified aircraft from the Republic of
Albania, flying on the route: Ğakovica-Suva Reka-Pristina-Vranje-
Leskovac-Doljevac-Ğakovica-Vucitrn-Podujevo-Leskovac-Vlasotince,
violated the Yugoslav air space.
11. On 7 April 1998, one national of the Republic of Albania entered
illegally the territory of the FR of Yugoslavia in the region of
border post »Danilo Jaukovic«. Following the intervention of the
Yugoslav border authorities, he threw away his bag and fled to the
Republic of Albania. The bag contained a submachine and three clips
loaded with cartridges.
12. On 16 April 1998, a group of armed persons crossed illegally the
Albanian-Yugoslav border and entered the territory of the FR of
Yugoslavia in the region of the border post »Morina«. On the orders of
the border authorities to stop, the armed persons opened fire on our
border authorities and, with fire support from the Albanian territory,
withdrew to the Albanian state border. On the spot, 3 submachine guns,
7 grenades and 660 cartridges were found.
13. On 19 April, 1998, in the region of the border post »Morina«,
armed persons crossed the Yugoslav-Albanian state border illegally and
entered the territory of the FR of Yugoslavia. On the orders of the
Yugoslav border authorities to stop, the armed group opened fire on
them and, under fire support from the Albanian territory, withdrew to
the Albanian state border. The following was found on the spot: 156
7.62 mm submachine guns, 63 7.62 mm semiautomatic rifles, 16 grenades,
17 submachine-gun clips, 10,162 7.62 mm cartridges, and other military
equipment.
14. On 22 April 1998, at 8.05 p.m., a group of terrorists opened
small-arms fire from the Albanian territory on the Yugoslav border
authorities in the region of border post »Gorozup« (Pastrik region).
15. On 23 April 1998, at 5.45 a.m., in the region of border post
»Kosare«, an armed terrorist group (about 200 persons) crossed the
Yugoslav-Albanian state border illegally. It refused to stop on the
orders of the border authorities and opened fire. The border
authorities returned fire, whereby 22 terrorists were killed and two
captured. During the search of the area, a large quantity of weapons
and military equipment was found.
16. On 23 April 1998, at 8.45 a.m., a group of armed persons tried to
enter the territory of the FR of Yugoslavia illegally from the
Albanian territory, in the region of border posts »Maja Coban« and
»Mitar Vojinovic«. On the orders to stop, they opened fire on the
Yugoslav border authorities. The border authorities returned fire and
the group withdrew to the Albanian territory.
17. On 26 April 1998, at 9.45 a.m., in the region of border post
»Gorozup«, border stone D-5/1, an armed group (10-15 persons) entered
the territory of the FR of Yugoslavia from the Albanian territory,
carrying ammunition and 7.62 mm infantry weapons (6 boxes), defensive
grenades (6 boxes), bazooka shells and two 82 mm mortar bases. The
Yugoslav border authorities broke up the group and it withdrew to the
Albanian territory.
18. On 27 April 1998, at 04.30 a.m., in the region of border post
»Cestak«, border stone D-16/4, a terrorist group tried to enter the
territory of the FR of Yugoslavia illegally from the Albanian
territory. Following the intervention of the Yugoslav border
authorities, the group threw down its equipment and, thanks to fog,
withdrew to the Albanian territory. The following was found on the
spot: three rucksacks, one dismantled rifle, ammunition and other
equipment.
19. On 27 April 1998, at 9.30 a.m., in the region of border post
»Gorozup«, border stone D-5/1, an armed group entered the territory of
the FR of Yugoslavia and opened fire by burst of six rounds from
submachine guns on the territory of the FR of Yugoslavia. While
withdrawing, they threw three grenades at the border authorities. The
group withdrew to the Albanian state territory.
20. On 27 April 1998, at 3.15 a.m., in the region of border post
»General Pavle Ilic«, 2 km to the west, at the site of Voksa
(trigonometrical station 1441), a terrorist group launched an attack
on the Yugoslav border authorities. In this incident, 2 Yugoslav
soldiers were lightly wounded, 3 terrorists were killed, 4 were
wounded and a larger quantity of weapons and military equipment was
seized.
21. On 27 April 1998, at 8.50 and 9 p.m., in the region of border post
»4. jul« (border buoy - 15), fire was opened from the Albanian
territory on a border patrol motorboat.
22. On 2 May 1998, between 7.40 and 8.15 p.m., in the region of border
post »Gorozup«, about 1,000 m deep in the territory of the FR of
Yugoslavia, a terrorist group opened fire on the border authorities
and threw grenades at them. One border guard was lightly wounded. Fire
was returned, after which the group withdrew to the territory of the
Republic of Albania. They left behind the 3 submachine guns from which
fire was opened on the Yugoslav border authorities. 23. In the night
of 2/3 May, 1998, between 9 p.m. and 2 a.m., in the region of border
post »Gorozup« (Mount Pastrik), 2 terrorist groups entered the
territory of the FR of Yugoslavia from the territory of the Republic
of Albania and opened fire on the border authorities. The border
authorities returned fire.
24. On 3 May 1998, at 2 a.m., in the region of border post »Vrbnica«,
on the Kuks-Prizren road, fire was opened on the Yugoslav border
authorities from the very border line, on the Albanian territory.
25. On 7 May 1998, in the region of border post »Gorozup«, during the
search of the area, the Yugoslav border authorities found 20 boxes
containing 800 grenades, 3 submachine guns, 30 grenade detonators,
2,720 7.62 mm cartridges, and 2 rucksacks of German make.
26. On 7 May 1998, in the region of border post »Kosare«, in a
deserted house in the village of Kosare, the Yugoslav border
authorities found one 7.62 mm machine gun and 660 7.62 mm cartridges.
27. On 27 May 1998, at 11 a.m., in the region of the summer border
post «Bogicevica«, the Yugoslav border authorities - while performing
their duty - were attacked by a terrorist group 2.5 km deep in the
Yugoslav territory. One soldier was wounded and died after 30 minutes.
Fire was returned and one terrorist was killed. The rest of the
terrorist group withdrew to the Albanian territory and, after 50
minutes, attacked the Yugoslav border authorities once again. The
attack was repelled.
28. On 18 May 1998, at 3.30 p.m., in the region of border post »Gora«,
two persons, nationals of the Republic of Albania, crossed the
Yugoslav-Albanian state border illegally, not heeding the orders to
stop. The Yugoslav border authorities wounded one person who was given
emergency medical treatment, while the other one was captured. The
Local Joint Commission for Sector 5 came to the scene at 7.50 p.m.
During the on-site investigation, the members of the Commission were
fired upon from the territory of the Republic of Albania.
29. On 28 May 1998, at 2 p.m., in the region of border post »M.
Stojanovic«, two armed persons, nationals of the Republic of Albania,
crossed the Yugoslav-Albanian state border at border stone GK D-12
and, coming across the Yugoslav border authorities, opened fire. The
border authorities returned fire, after which these persons fled to
the territory of the Republic of Albania.
30. On 31 May 1998, at 0.42 a.m., a shell from the bazooka was fired
from the Albanian territory, border stone C-6/2, at border post
»Morina«. The shell fell on the Yugoslav territory, about 480 m far
from the border line. The Yugoslav border authorities did not return
fire.
31. On the same day, from 10 a.m. to 7 p.m., fire was periodically
opened from the territory of the Republic of Albania, border stone C-
14/5, on border post »Zulfaji«, on the Yugoslav territory. This was
repeated in an interval from 10 p.m. to 1 a.m. on 1 June 1998. The
Yugoslav border authorities did not return fire.
32. On 2 June 1998, at 4.15 a.m., in the region of Kosovic, border
post »Brod«, the Yugoslav border authorities captured two persons who
crossed the Yugoslav-Albanian state border illegally. On the same
spot, 15 minutes after capturing these persons, the Yugoslav border
authorities observed four armed persons who were moving towards the
Yugoslav-Macedonian state border with the intention to cross it
illegally. These persons threw down the weapons and ammunition (six
submachine guns, six submachine-gun clips and 314 cartridges) and fled
in an attempt to reach the Albanian territory. At 1.40 p.m., in the
region of border post »Orcusa«, border stone GK-D 14/3, the Yugoslav
border authorities captured two of these four persons. The mentioned
two persons stated that they crossed the Albanian-Yugoslav state
border illegally with the intention to enter the territory of the
Republic of Macedonia illegally and sell six (already thrown away)
submachine guns with ammunition clips, together with other two
nationals of the Republic of Albania.
33. On 4 June 1998, at 2.55 a.m., in the region of border post
»Cestak«, border stone 17/5, three persons, nationals of the Republic
of Albania, crossed the Yugoslav-Albanian state border illegally, not
heeding the orders of the Yugoslav border authorities to stop. On that
occasion, one person (armed with a submachine gun, a grenade and
ammunition for the submachine gun) was killed. The incident took place
200 m deep in the Yugoslav territory.
34. On 5 June 1998, at 3.45 p.m., in the region of border post
»Gorozup, border stone D-5/3, three persons, nationals of the Republic
of Albania, crossed the Yugoslav-Albanian state border illegally, not
heeding the orders of the Yugoslav border authorities to stop.
Instead, they opened fire from automatic weapons. The border
authorities returned fire. One armed person surrendered and the other
two fled back to the Albanian territory. The captured person had two
grenades and two clips loaded with thirty cartridges each for the
submachine gun.
35. On 6 June 1998, at 3.30 a.m., in the region of border post »Brod«,
a group of persons, nationals of the Republic of Yugoslavia, crossed
the Yugoslav-Macedonian state border illegally and refused to stop on
the orders of the border authorities. Instead, they opened small-arms
fire. The border authorities returned fire and killed two persons.
36. On 8 June 1998, at 2.20 p.m., in the region of border post
»Grncar«, Plav, two military helicopters from the Republic of Albania
violated the air space of the Federal Republic of Yugoslavia by
entering the Yugoslav air space at border stone B-15/11 and leaving it
at border stone B-15/1. In this way, they violated the air space of
the Federal Republic of Yugoslavia in the length of 4 km, in the depth
of 2 km and at the height of 300 m.
37. On 8 June 1998, at 10.39 a.m., in the region of border post
»Kosare«, three armed persons with a horse crossed the Yugoslav-
Albanian state border illegally from the Albanian territory and, about
1,500 m deep in the Yugoslav territory, opened fire on the Yugoslav
border authorities. The border authorities returned fire after which
the group withdrew to the territory of the Republic of Albania.
38. On 8 June 1998, at 10.50 a.m., in the region of border post
»Kosare«, three groups of civilians (15 persons altogether), moving
from the FR of Yugoslavia to the Republic of Albania, were discovered.
On the orders to stop, the civilians fled away and the armed
terrorists, who were moving behind them, opened fire and then withdrew
to the neighbouring peak from which they were occasionally opening
fire on the border authorities.
39. On 8 June 1998, at 11 p.m., in the region of border post »Dejan
Radanovic«, border stone D-2/3, a large terrorist group entered the
Yugoslav territory from the territory of the Republic of Albania and
opened fire on the Yugoslav border authorities. One terrorist was
killed, a large quantity of weapons was seized, while the rest of the
group fled to the border of the Republic of Albania.
40. On 9 June 1998, at 4.40 p.m., in the region of border post
»Gorozup«, border stone D-5/1, a group of armed persons crossed the
Yugoslav-Albanian state border illegally from the territory of the
Republic of Albania and opened fire on the Yugoslav border
authorities. Fire was returned after which the group fled across the
border of the Republic of Albania.
41. On 16 June 1998, at 3 p.m., in the region of border post »Kosare«,
border stone C-2, an armed terrorist group crossed the Yugoslav-
Albanian state border illegally from the Republic of Albania, not
heeding the orders of the Yugoslav border authorities to stop. The
border authorities killed one terrorist, while the rest of the group
fled across the state border to the Republic of Albania. On the spot,
at the side the killed terrorist there remained one submachine gun.
42. On 17 June 1998, at 3 p.m., in the region of border post
»Ğeravica«, border stone C-1, an armed terrorist group crossed the
Yugoslav-Albanian state border illegally from the territory of the
Republic of Albania and, coming across the Yugoslav border
authorities, opened fire on them. The border authorities returned fire
and killed 5 terrorists. The rest of the group withdrew to the
territory of the Republic of Albania with fire support from the
Albanian territory.
43. On 25 June 1998, at 7.45 a.m., in the region of border post
»Kosare«, border stone C-2, a terrorist group of 8 persons (nationals
of the Republic of Albania) crossed the Yugoslav-Albanian state border
illegally from the Albanian territory and opened fire on the Yugoslav
border authorities. They returned fire, killing two terrorists and
capturing six terrorists and a larger quantity of weapons, ammunition
and military equipment.
44. On 26 June 1998, at 11.20 a.m., in the region of border post
»Kosare«, the rest of the terrorist group, which was broken up on 25
June 1998, while crossing the Yugoslav-Albanian state border from the
Republic of Albania, tried to cross the Yugoslav territory and enter
the territory of the Republic of Albania. The Yugoslav border
authorities ordered the group to stop but the latter, not heeding the
orders, opened fire. Fire was returned and two terrorists were killed,
including 20 horses and 2 mules. A larger quantity of weapons,
ammunition and military equipment was captured on the spot.
45. On 28 June 1998, at 3.30 a.m., in the region of border post "M.
Stojanovic", an armed terrorist group tried to cross from the
territory of the FR of Yugoslavia to the territory of the Republic of
Albania. It refused to stop on the orders of the Yugoslav border
authorities which then opened fire and killed 2 horses, while 14
horses and a larger quantity of weapons, ammunition and military
equipment were captured.
46. On 4 July 1998, at 10 a.m., in the region of border post »Kosare«,
border stones C-1 and C-2, a larger terrorist group tried to enter the
territory of the FR of Yugoslavia illegally from the territory of the
Republic of Albania. On the orders of the Yugoslav state authorities
to stop, 1,000 m deep in the Yugoslav territory, they opened fire.
Fire was returned and one terrorist was killed, while a larger
quantity of weapons and military equipment was captured. In the same
region, at 11 a.m., the entry of a larger number of draft animals,
loaded with weapons, was prevented. On that occasion, 9 horses were
killed and a larger quantity of weapons was captured.
47. On 7 July 1998, at 11 p.m., in the region of border post »Kosare«,
border stone C-1/5, about 200 m deep in the Yugoslav territory, a
terrorist group with draft horses, which had entered from the
territory of the Republic of Albania, opened fire on the Yugoslav
border authorities. Fire was returned. On that occasion, one terrorist
was captured, two horses were killed and a large quantity of weapons
and military equipment was captured.
48. On 8 July 1998, at 0.30 a.m., in the region of border post »M.
Stojanovic«, border stone D-11, a group of 4-5 terrorists, which had
come from the Republic of Albania, opened fire on the Yugoslav border
authorities. Fire was returned and the terrorist group fled away.
During the search of the area, larger quantities of weapons and
military equipment were found.
49. On 9 July 1998, at 2.30 a.m., in the region of border post »Cafa
Prusit«, border stone C-13/3, three armed nationals of the Republic of
Albania tried to cross the state border illegally and, about 3,000 m
deep in the Yugoslav territory, on the orders of the border
authorities to stop, immediately opened fire. Fire was returned and
two persons were killed and the third one was lightly wounded.
50. On 9 July 1998, at 10 p.m., in the region of border post »Kosare«,
border stone C-1/5, a larger group of armed terrorists with draft
horses tried to bring a larger quantity of weapons and military
equipment into the Yugoslav state territory. On the orders to stop, it
opened fire on the border authorities. This group had fire support
from the territory of the Republic of Albania. The Yugoslav border
authorities routed the terrorist group and on that occasion five
terrorists were killed and a larger quantity of weapons and military
equipment was captured.
51. On 10 July 1998, at 0.10 a.m., in the region of border post
»Gorozup«, a terrorist group, with fire support from the territory of
the Republic of Albania, tried to enter the territory of the FR of
Yugoslavia illegally. Fire was returned and the group was broken up.
52. On 10 July 1998, at 2.15 a.m., in the region of border post
»Vrbnica«, border stone D-10/6, an armed terrorist group entered the
Yugoslav state territory from the territory of the Republic of Albania
and, in the depth of 400 m, opened fire on the Yugoslav border
authorities. Fire was returned and two terrorists were killed, while a
larger quantity of weapons and military equipment was captured.
53. On 14 July 1998, at 1.15 a.m., in the region of border post
»Deva«, border stone C-12/13, two armed persons entered the Yugoslav
territory illegally in the depth of 1,200 m. On the orders of the
Yugoslav border authorities to stop, they opened fire. On that
occasion, one terrorist was killed, one was wounded and their weapons
were captured.
54. On 15 July 1998, at 12.30 p.m., in the region of border post
»Ğeravica«, border stone B-30/6, terrorist groups on the territory of
the Republic of Albania were observed. They were moving along the
state border and opening fire on the Yugoslav border authorities.
55. On 16 July 1998, at 8 p.m., in the region of border post »Kosare,
border stone C-2, a large group of people with terrorist escort tried
to cross the state border. On the orders of the Yugoslav border
authorities to stop, they opened fire. Fire was returned and four
terrorists were killed. A British national, Sally Baker, and an
Albanian woman with two children surrendered.
56. On 17 July 1998, at 11.30 a.m., in the region of border post
»sara«, border stone D-23/7, two terrorists crossed the Yugoslav state
border and, 500 m deep in the Yugoslav territory, opened fire on the
Yugoslav border authorities. The border authorities returned fire. On
that occasion, one terrorist was wounded and fled to the territory of
the Republic of Albania, while the other one was captured.
57. On 17 July 1998, at 11 p.m., in the region of border post
»Orcusa«, border stone D-16/4, a group of terrorists entered the
territory of the FR of Yugoslavia and opened fire on the Yugoslav
border authorities. The border authorities returned fire and prevented
the incursion of the terrorists who fled to the territory of the
Republic of Albania.
58. On 17 July 1998, at 8 p.m., in the region of border post »Morina«,
border stone C-4/6, fire was opened from the territory of the Republic
of Albania on the Yugoslav border authorities.
59. On 18 July 1998, at 2 a.m., in the region of border posts
»Ğeravica« and »Kosara«, between border stones C-1 and C-2, a large
group of armed terrorists (700-800 persons) with loaded horses entered
our territory in several columns and attacked our border authorities.
The border authorities broke the terrorists into several smaller
groups, killed 30 terrorists and captured a larger quantity of weapons
and military equipment. A lance corporal of the Yugoslav Army was
seriously wounded.
60. On 18 July 1998, at 1.30 p.m., in the region of border post
»sara«, border stone B/24, two armed terrorists crossed the Yugoslav
state border and, in the depth of 300 m, not heeding the orders of the
Yugoslav border authorities to stop, opened fire on the border
authorities. Fire was returned. In this incident, a Yugoslav soldier
was slightly wounded. The terrorists fled to the territory of the
Republic of Albania.
61. On 19 July 1998, at 3.30 a.m., in the region of border post
»Gorozup«, border stone D-8, an armed terrorist group (10 persons)
crossed the Yugoslav-Albanian state border illegally from the
territory of the Republic of Albania. Instead of stopping on the
orders of the border authorities, it opened fire. The border
authorities returned fire and the terrorists fled deep into the
territory of the Republic of Albania. A larger quantity of various
weapons, ammunition and military equipment was captured.
62. On 25 July 1998, at 9 p.m., in the region of border post
»Vrbnica«, border post D-9, the Yugoslav border authorities stopped a
group of armed persons, who illegally crossed the border and
immediately opened fire. The border authorities returned fire and the
exchange of fire lasted about 10 minutes. Later on, at 9.15 p.m., from
the territory of the Republic of Albania, in the region of border
stone D-7/8, fire was opened on border post »Vrbnica« and the border
authorities on the White Drim, as support to the terrorist group to
cross the state border. Fire was opened from machine and submachine
guns.
63. On 26 July 1998, at 2.10 a.m., in the region of border stone B-
10/2, fire by bursts was opened a few times from the territory of the
Republic of Albania on border post »Vrbnica«, including the Customs
House and the bunker next to it. On this occasion, the overhead power
line was cut off, several bullets hit the building and damaged it,
while some bullets lodged in the rampart in front of the shelter with
border guards, thus threatening the lives of the border authorities
and the border post.
64. On 27 July 1998, in the region of border post »Bogicevica«, border
stone B-28/III, armed persons in civilian clothes were observed on a
few occasions. While moving in groups of two to four along the border,
on the territory of the Republic of Albania, they were opening fire
from automatic weapons on the FR of Yugoslavia and then withdrawing to
the territory of the Republic of Albania. In the same region, six
armed persons in civilian clothes were opening fire on summer pasture
»Bogicevica« from automatic infantry weapons and then, at 6 p.m., five
armed civilians crossed the Yugoslav state border, 800 m deep, and,
very fast, drove about 40 sheep and 6 heads of cattle, which were
grazing on this pasture, over the border to the territory of the
Republic of Albania.
65. On 27 July 1998, at 6.45 p.m., in the region of border post
»Zulfaj«, border post C-14/XIV, an armed terrorist group crossed the
Yugoslav-Albanian state border from the territory of the Republic of
Albania and, 300 m deep in the Yugoslav territory, opened fire on the
border authorities. The border authorities returned fire and the
terrorists fled away.
66. On 28 July 1998, at 0.10, 2.00 and 3.00 a.m., in the region of
border post »Vrbnica«, border stone D-10/VI, an armed terrorist group
tried to enter the Yugoslav state territory from the territory of the
Republic of Albania a few times, but was prevented each time by the
border authorities.
67. On 28 July 1998, at 1.00 a.m., in the region of border post
»Milorad Stojanovic«, border stone D-12/VII, an armed terrorist group
entered the Yugoslav state territory from the territory of the
Republic of Albania and, coming across the Yugoslav border
authorities, opened fire. The border authorities returned fire and the
terrorist group withdrew to the territory of the Republic of Albania,
leaving behind its weapons and military equipment.
68. On 28 July 1998, at 1.30 p.m., in the region of border post
»Grebaja«, border stone B-15/XV, one national of the Republic of
Albania crossed the Yugoslav-Albanian state border illegally and was
captured by the border authorities. During the intervention, small-
arms fire was opened on the border authorities from the territory of
the Republic of Albania.
69. On 28 July 1998, at 3.00 p.m., in the region of border post
»Milorad Stojanovic«, an armed terrorist group (60 persons) entered
the Yugoslav state territory from the territory of the Republic of
Albania and opened fire on the state border authorities. The border
authorities returned fire. In this incident, one Yugoslav Army officer
was killed.
70. On 31 July 1998, at 6.45 p.m. fire was opened in bursts from the
Albanian territory on a Yugoslav Army border patrol in the district
covered by the Vusanje border post.
71. On 1 August 1998, at 5.30 a.m. a group of terrorists coming from
Albania opened fire and tried to cross the border illegally near the
border stone D-5 in the zone covered by the "Goro`up" border post, but
they were prevented from doing so by the state border security
authorities.
72. On 1 August 1998, near the border stone D-21 in the zone covered
by the "Restelica" border post, an armed person coming from the
Republic of Albania tried to enter the FR of Yugoslavia illegally. On
being ordered to stop by the state border guards, he opened fire on
them. The fire was returned and the terrorist was killed.
73. On 7 August 1998, at 3:30 a.m. near the A 2-3 border stone, in the
zone covered by the "First Montenegrin Brigade of NL" border post, the
state border guards encountered a group of armed persons who had
entered the territory of the FRY illegally from the Republic of
Albania. The group immediately fled back to the territory of the
Republic of Albania, throwing away a part of their arms in the
process. A machine gun, two submachine guns, two boxes of ammunition
and other military equipment were seized on that occasion.
74. On 9 August 1998, at 1.30 a.m. near the border stone D-5/1 in the
zone covered by the "Goro`up" border post, a terrorist group with 17
horses entered our territory 1200 metres in depth. Instead of stopping
when ordered to do so by the state border guards, they opened fire on
them. The fire was returned and a terrorist and five horses were
killed, and 12 horses carrying a large quantity of arms and military
equipment were seized.
75. On 9 August 1998, at 10.30 p.m. near the border stone B-29 in the
zone covered by the "
ilovici" border post, the state border guards stopped a group of ten
armed terrorists with 15-20 pack animals coming from the Republic of
Albania. On being ordered to halt by the border guards, the terrorists
opened fire. The fire was returned and a part of the terrorist group
fled back to the territory of the Republic of Albania, while others
went towards Mt. Bogicevica where they opened fire on the border
guards in the zone covered by the "Bogicevica" border post. The fire
was returned and the terrorists fled back to the territory of the
Republic of Albania. A large quantity of arms and military equipment
was seized.
76. On 16 August 1998, at 11.45 p.m. two rockets fired from a bazooka
in the territory of the Republic of Albania in the direction of the
border stone C-3/6 in the zone covered by the "Ko{are" border post
(\akovica border guard unit), exploded near the latter.
77. On 17 August 1998, at 8.00 a.m. a soldier of the Republic of
Albania coming from Albania entered the Yugoslav territory (10 metres)
near the border stone C-4/6 in the zone covered by the "Morina" border
post. When the state border guards came, he fired three shots on them
and fled to a bunker in the territory of the Republic of Albania.
78. On 17 August 1998, at 11.00 p.m. near the D-4/5 border stone in
the zone covered by the "Goro`up" border post, a terrorist group
coming from the territory of the Republic of Albania entered the
territory of the FR of Yugoslavia and having been ordered to halt by
the border guards, they opened fire on the latter. The fire was
returned and five terrorists were killed. Members of the Local Joint
Commission visited the scene of the incident.
79. On 18 August 1998, at 9.30 a.m. near the C-2/12 border stone in
the zone covered by the "Kosare" border post, fire from infantry
weapons was opened on the Yugoslav border guards from the territory of
the Republic of Albania. The fire was returned and the state border
guards suffered no casualties.
80. On 18 August 1998, at 5.20 p.m. near the D-5/1 and D-5/3 border
stones in the zone covered by the "Goro`up" border post, submachine
gun fire was opened from the territory of the Republic of Albania on
the state border guards. The fire was not returned.
81. On 19 August 1998, at 11.30 a.m. near the C-6/1 border stone in
the zone covered by the "Morina" border stone, fire was opened from
infantry weapons from the territory of the Republic of Albania on the
Yugoslav state border guards.
82. On 19 August 1998, at 10.00. p.m. near the B-28/3 border stone in
the zone covered by the "Bogicevica" border post, an armed terrorist
group tried to enter the territory of the FR of Yugoslavia from the
territory of the Republic of Albania. Having been ordered to halt by
the border guards, the terrorists opened fire from infantry weapons.
The fire was not returned.
83. On 24 August 1998, at 12.00 (noon), two shells were fired from the
territory of the Republic of Albania, over the C-2/XII border stone,
on the "Ko{are" border post. They exploded in the immediate vicinity
of the latter. The Yugoslav border guards saw the group that fired the
shells on our territory and returned fire. The incident was notified
to the Local Joint Coommission-4.

The Federal Ministry of Foreign Affairs and the Embassy of the Federal
Republic of Yugoslavia in Tirane lodged written protests with the
Albanian side about the mentioned border incidents on a number of
occasions.
